Sat, 12/27/2014Randell Omar Foxe was driving at the intersection of Northern Blvd. and Carolina Beach Road just after 1 a.m. when he was rear-ended by 22-year-old Clarissa Woodward. Foxe died in the crash, and Woodward was charged with DWI, felony death by a motor vehicle and reckless operation.
