Arizona Department of Public Safety officials are asking the public's help in finding a hit-and-run driver who killed a Maricopa woman who had fallen out of a vehicle on Interstate 10 Monday night.

A pickup truck, driven by Randall Wayne Owens, 54, was speeding down the Ray Road ramp onto eastbound I-10 when the driver swerved to avoid a slow moving car, an Arizona Department of Public Safety spokesman said.

That maneuver somehow caused a woman, later identified as Celia Ester Owens, 44, riding in the truck who was not wearing a seat belt to be ejected, and she was struck by another pickup, the spokesman said.

The driver of that second truck did not stop, and officers are investigating the incident as a homicide.

The 8:20 p.m. crash closed eastbound I-10 for several hours.
