Two-vehicle crash kills child in North Little Rock; witnesses say drivers were racing

Witnesses said the vehicles "appeared to be racing one another and were traveling at extremely high rates of speed" when the crash happened, according to the release.

The report identifies Michael Scales, 30, of Little Rock, as the driver of a 2003 Ford Crown Victoria involved in the crash. Brandon Rogers, 29, of North Little Rock, was named as the driver of a 2008 Ford Mustang.

Michael Scales, 30, of Little Rock and Brandon Rogers, 29, of North Little Rock each face counts of first-degree endangering the welfare of a minor, according to a news release from the North Little Rock Police Department.     

Manslaughter charge filed in North Little Rock street racing crash

Under Arkansas law, manslaughter occurs when a person "recklessly causes the death of another person." It's a Class C felony.
