The boy’s father was at the scene of the accident and was treated for emotional distress, Ramallo told the Daily News.

Philomene Ragni, 17, was riding a bicycle in Granada Hills on Wednesday afternoon when he was struck and killed by a LADWP (Los Angeles Department of Water and Power) truck, according to LAPD officials. They boy, a senior at Kennedy High School, was struck in the 16200 block of San Fernando Mission Boulevard before 3:20 p.m. Ragni was not wearing a helmet.
