The older child rode in front of a car exiting the complex. The 45-year-old female driver slowed to avoid hitting the 6-year-old, but did not see the 4-year-old ride in front of the car as she began to accelerate.

Police say the driver was licensed, insured and did not appear to be under the influence of any drugs or alcohol. She voluntarily agreed to provide a blood sample at the hospital.
