Mark Chiavelli was traveling southbound on the frontage road east of the I-25 in a 1999 Dodge pickup near the Mountain Vista Drive interchange when his vehicle went off the roadway, through a ditch and into northbound lanes of the interstate highway, where it collided with a tanker truck.
