Trooper Carlos J. Rosario, 37, a Burncoat Senior High School graduate and a 12-year veteran of the FHP, was standing on the shoulder of the Dolphin Expressway about 9:30 a.m. when he was struck. A GoFundMe page has been set up in Trooper Rosario's name to help with medical expenses.
