The bus driver was not speeding or impaired, and told deputies she did not see the boy running into the street, Horstman said. She has not been charged.

2-year-old Dohntae Vasquez was killed while trick-or-treating with his grandmother and neighbors Friday evening. The neighbor was pushing Vasquez and the neighbor's own children in a stroller across State Road 27. He dropped his cell phone in the middle of the road, and so parked the strolled on a strip of grass on the median. Vasquez climbed out of the stroller and into the roadway, and was hit by a bus carrying workers home from Lake Placid. Though the adults tried to resuscitate the boy, he was pronounced dead at the scene.
