James Phillips struck and killed while walking by pickup driven by Earl Haynes.

A 47-year-old man died Monday morning when he was hit by a car in West Palm Beach, according to a police spokesman.

James Phillips of West Palm Beach was walking on Military Trail north of Shiloh Drive around 3 a.m. when he was hit by Earl Haynes, who was driving a black Toyota pickup truck.

Phillips died at the scene, which is an area that lacks street lights and has only minimal lighting from nearby businesses.

The use of alcohol or drugs is not suspected in the crash, according to police.

The area where Phillips was hit wasn’t a designated crosswalk. Haynes, 55, of Stone Mountain, Ga., is not facing criminal charges.
