Police say, a vehicle traveling westbound in the northern-most lane of 4th Street struck a man, identified as 23 year old Kevin Haslem of Davenport. The accident happened around 3:30 a.m. Haslam was was loading newspapers into a legally parked vehicle when the crash occurred.
