Lori Letts, 48, killed in collision during police chase at Kimberly Road in Davenport, Iowa
Police said they tried to stop a car at Division Street and Northwest Boulevard but the driver took off and led officers on a chase to Kimberly Road.
The documents show that the driver, 19-year-old Angel Ochoa, of Davenport, was being sought after by police when he ran a red light, crossed center line and then hit a vehicle that was driven by Letts.
The Davenport Police Department does have a chase policy. Officers only start a pursuit in cases of forcible felonies, gun crimes, or if the driver is on a specialized list.
