Police said the lady who struck and KILLED Melissa was driving under the influence of MJ...this is her THIRD DUI, the second for MJ nad NO CHARGES are being filed by police or the state attorny's office because they say Melissa wasnt crossing at the cross walk!...sad state of affairs when you can kill someone with your car and nothing will happen to you.
