St. Cloud Man Charged after Fatal Crash that Killed 2

He has been charged with four counts of criminal vehicular homicide, two counts of criminal vehicular operation, two counts of third-degree DWI and driving without a license. Cloud man is facing multiple charges after police say he ran a red light and killed two people as he was coming home from a graduation party. The driver of the Mazda was identified as 22-year-old Tom Souvannaphong of St. At 4:03 a.m., a preliminary breath test showed Souvannaphong had an alcohol concentration of 0.101, according to the complaint. In an interview with police, Souvannaphong said he was coming home from a graduation party and had at least three beers.

St. Cloud man to be sentenced next month in fatal crash

 A St. Cloud man will be sentenced next month for killing a husband and wife from northern Minnesota in a car crash. Twenty-three-year-old Tom Souvannaphong earlier pleaded guilty to two counts of criminal vehicular homicide in the August crash that killed Kevin and Kathy Davey, of Hibbing, and injured a backseat passenger in Sauk Rapids.

Souvannaphong agreed to the prison term under an agreement with the Benton County Attorney's Office. Prosecutors agreed to drop seven additional charges in exchange for the plea.
