A construction worker killed in a hit-and-run crash Sunday morning has been identified as 57-year-old Robert Lee Lujan by the Clark County Coroner's office. The crash happened around 9:30 a.m. near Valley View Boulevard and Sahara Avenue. Police say the worker was cutting asphalt in a bus lane on Sahara Avenue, when a Ford F-150 struck the worker, then hit a parked car. Lujan died at the scene of the accident. The driver of the Ford, 45-year-old Rafael Mendez-Soto, walked away from the scene, but police later located him hiding in a dumpster at a nearby apartment complex. Police arrested Mendez-Soto for felony DUI resulting in death and leaving the scene of an accident. In the arrest report, Soto told police he drank eight or nine bottles of beer at a bar at Lake Mead Boulevard and McDaniel Street in the six to seven hours before the crash. In the report, the arresting officer asked Soto what happened and he answered, "I messed up, I messed up bad." He also told police that while driving home, his eyes got heavy and he veered to right side of the road. Soto said after the accident, he saw the victim lying in the street and panicked, which is why he ran from the scene. Police say Soto failed the field sobriety test.
