Herrera was charged with possession of marijuana, possession of heroin and being under the influence of a controlled dangerous substance. Additional charges are pending, Roebuck said.
Luis Herrera, 29, was arrested days after he struck and killed pedestrian William Morris, 62, of Long Branch, on Oct. 16 near the intersection of 3rd and Morris avenues around 7 p.m. Huerra was driving while driving under the influence of drugs. Police discovered marijuana and heroin in the vehicle and lab tests are pending to determine if there is any connection between the drugs and the accident. Morris was transported to Jersey Shore University Medical Center in Neptune where he later died of his injuries.
