Lucarelli said he did not know the identity of the driver, a woman who was traveling with her daughter, or her town of residence. He said the driver was determined not to have been at fault and was traumatized by the accident.

“He likes to ride around and pick up garbage and litter,” Lucarelli said, adding that Koch — who was the liaison to the borough’s Public Works Department — did it as a form of exercise.

Police say a councilman in the Monmouth County community of Fair Haven has died after he collided with a car while riding his bicycle three blocks from his home.

Borough councilman Jerome Koch is in critical condition after he was hit by a car while riding his bicycle on Saturday afternoon on River Road near Elm Place when he swerved into the road and was struck. Koch was airlifted to the trauma unit at Jersey Shore University Medical Center in Neptune. Koch was riding his bike around town and picking up litter.
