Troopers say William Cox Jr., 38, of Wellston, was driving eastbound on S.R. 32. Dorothy Wolford, 48, of Phelps, was driving across S.R. 32 to the U.S. 23 southbound on-ramp.
According to OSHP, Wolford didn't yield at the intersection and was struck by Cox.
