Troopers say the driver of the other semi wasn’t injured, but that a man who was trying to help Handley suffered serious leg injuries when he was struck by flying debris from the explosion.

The fatal crash happened about two miles south of Stillwater. Driver 62-year-old Dwight Handley Jr. of Belle Plaine, Kan. was pronounced deceased at the scene. Handley was the driver of a freightliner, and the other vehicle was a 2007 Peterbilt driven by 31-year-old Jesse Brownlee, of Wellington, Kansas. Brownlee's vehicle was parked on the shoulder of NB Interstate 35 when Handley was traveling in the NB lane of I-35. He collided with the Peterbilt and caught fire, which caused the cargo tank to explode.
