At 3:51 a.m., officers from Portland's East Precinct and medical personnel responded to reports of a two-vehicle crash. One driver was found dead at the scene, according to police reports.
One killed, one injured in SE Foster Road crash
Portland Fire & Rescue was also called to crash scene. Due to the damage to one of the vehicles, extrication personnel and equipment was required to remove that driver.

Police on Monday identified the driver who died and the man who hit him. John Wesley Ritter, 47, was driving west on Southeast Foster Road when Sean Kyler Olsen crossed the center line and hit him head-on, police said.
