The driver, was later identified as Stephen Quinn 26, from Newbury, Massachusetts.

"At this point in time, we're starting from scratch. All we know is we have a vehicle, we have one individual that was in that vehicle, and we're unable to identify that vehicle," said a Trooper of the Pennsylvania State Police.

Investigators believe the vehicle is a sport-utility type, possibly a Jeep Wrangler, but it's unclear.

The driver was headed north when he hit a concrete wall near the Perrysville Avenue exit and flipped over and burst into flames.

"The individual, for unknown reasons at this time, obviously lost control of his vehicle. After several different impact points, the vehicle flipped over," Mungo said. "All I know is that at some point in time he did ride the jersey barrier, that's only one direction, that HOV lane."

Police have yet to release the name of the victim and are working to notify his family.
