Crash kills Kelso woman, snarls traffic on I-5 south near Woodland

A car-truck crash killed a Kelso woman and caused a serious backup on Interstate 5 just south of Woodland midday Tuesday.

According to a probable cause affidavit, Roger R. Haines, 48, was impaired by drugs when the 1999 Mercury Mountaineer he was driving collided with a tractor-trailer near Milepost 20 on southbound Interstate 5, south of Woodland. His wife, Teresa Haines, 46, was pronounced dead at the scene. The couple have two sons. He appeared Tuesday in a wheelchair in front of Judge Scott Collier. His left foot was amputated about a month after the crash, due to a bone infection, he said. He wore a gold ring his wife gave him for their 25th anniversary and his wife’s wedding ring, hanging from a gold chain around his neck. Collier ordered that he remain out of custody on supervised release and appointed Vancouver attorney Gerry Wear to defend him. Haines said that he has complications from diabetes and was on the way to a doctor’s appointment when the accident occurred. He said he was taking several prescription medications that day, but didn’t feel impaired by the drugs. Court documents indicate that Haines tested positive for hydrocodone, methadone and methamphetamine after the collision. Washington State Patrol investigators said they also found two glass smoking devices, containing methamphetamine, inside the couple’s SUV.The things that you need to know about an accident with a drunk or drugged driver
