The wrong-way driver, a 22-year-old man, had gone for 5 or 6 miles from the Happy Valley/Pinnacle Peak area before slamming into a white passenger car.

The wrong-way driver was a 22-year-old man driving a car with Colorado license plates and the women were ages 19 and 20, apparently sisters and in a car with North Carolina plates, said spokesman Raul Garcia of the Arizona Department of Public Safety.

Records released Friday by the Arizona Department of Public Safety show Keaton Allison, 21, narrowly missed striking another vehicle prior to the crash that would end three lives, including his own.

When a toxicology report is withheld from the public after horrific wrong-way driver crash like the one that killed Karli and Kelsey May Richardson on I-17 in Phoenix, it means only one thing: Keaton Tyler Allison was either drunk or drug-impaired and Arizona doesn't want anymore publicity about its fatal crashes
