It was her 21st birthday, she was out with three friends possibly celebrating the milestone, said Det. David Huelsen, from the Los County Sheriff's Department, Malibu/Lost Hills Station.

Deputies arrested Pablo Carranza, 25, of Pacoima, a short time later near Kanan Road and the Ventura (101) Freeway.

It was shortly after 5:30am when a 21-year-old woman was driving north on Pacific Coast Highway in a car with her friends, and decided to pull off to the side of the road so that she could exit the vehicle and stretch. As she was outside of the vehicle, a man in his 20's struck her and continued down the highway; he was eventually arrested. The 21-year-old woman was fatally wounded in the collision and pronounced dead. We will add more information as it becomes available.
