Clad in dark clothing and far from a streetlight, the 23-year-old woman— who has not yet been publicly identified — ran southbound into the roadway — just as a 33-year-old Lake Elsinore man was driving a big rig tow truck eastbound on the highway at 55 mph, according to CHP Officer Mike Lassig.
