The cyclist, a 59-year-old man, was stopped on the right shoulder looking at his phone, when the out-of-control westbound BMW careened into him about 8:45 a.m., a news release from the CHP said.

The rider Monday was identified by the Sonoma County Coroner’s Office as Christopher Patti, 59, of Berkeley. Patti worked as chief campus counsel for UC Berkeley.

Ritter was taken to the CHP’s Santa Rosa office where he was questioned by officers who planned to take him to Sonoma County Jail to be booked on suspicion of vehicular manslaughter and felony hit and run causing death, said CHP Sgt. Erik Egide.
