A spokesman for the San Mateo County Sheriff’s Office said firefighters responded at about 5:45 a.m. to reports of flooding at Hemlock Ave. and E. Hillcrest Blvd. in Millbrae, where E. Hillcrest passes under Caltrain tracks.

Firefighters in Millbrae, just south of San Francisco, were able to rescue a driver who had climbed atop his vehicle at a flooded underpass. But they were not able to reach people in another car, said San Mateo County Sheriff’s Detective Javier Acosta.

“There was a heavy downpour,” Acosta said. “The fire department said the water was rising so fast it became dangerous even for them.”
