Angel Franco Ramirez, 27, was riding a TaoTao 49cc scooter southbound on State Road 7 about 5:30 a.m. Thursday when he struck the front fender of a northbound Isuzu Rodeo that was turning left at Oakland Park Boulevard, investigators said.
