Sebastian L. Reyes was driving an unmarked state police SUV when he used a crossover for emergency vehicles to access the Outer Loop from the Inner Loop south of Route 50, without lights or siren activated.

A former Maryland State Police cadet was convicted of manslaughter in the 2014 crash that killed a teacher.

Sebastian Reyes, 21, faces up to five years in prison. Sentencing will be in January.

Holt-Williams was taken to Prince George's Hospital Center and pronounced dead. Reyes was fired from the police force on accounts of failing to control his car's speed to avoid a collission, exceeding the speed limit, conducting unsafe lane changes and failing to drive in a single lane.
