A man is accused of leaving his girlfriend to die after he crashed his car into the icy Delaware River in Burlington City, New Jersey Sunday.

Authorities have said that Garrett was drinking and using drugs before the crash and that he fled the scene, telling bystanders to help White, who was submerged in the car.

Drummond said the state offered Garrett the 18-year deal before he was indicted, but it's no longer on the table. The offer now is 23 years, Drummond said.
