NEW RUSSIA TOWNSHIP, Ohio -- An Oberlin man is facing charges in an October hit-and-run crash that killed a bicyclist in New Russia Township. Charles A. Startup, 70, of Oberlin, was killed in the Oct. 10 crash. Ronald Dicenzo, 76, is charged with vehicular homicide, leaving the scene of a fatal crash and failure to maintain an assured clear distance, the State Highway Patrol said. Charges were filed Monday, the Highway Patrol said. Dicenzo cooperated with the investigation, the Highway Patrol said.
