Police Identify Man Involved In Double-Fatal Wrong Way Crash
Police are waiting for toxicology reports to see if Chhoeun was under the influence of drugs or alcohol at the time.

"If you know you are going to be out celebrating something, if you are going to have some drinks, please designate a sober driver so we don't have instances where folks are driving the wrong way on the highway," Shirey said.
Chhoeun's vehicle was driving the wrong way down a ramp leading to I-70 from Broad Street when it struck a semi-truck around 3 a.m. on Sunday, killing both Chhoeun and his passenger, Kristina Im. The semi driver was no injured in the accident. Impairment might have been a factor.
