Roberto Oquendo Velez was crossing 2nd Street at the corner crosswalk at Ontario Street just after 11 p.m. when a southbound driver, possibly in a white Honda minivan or Jeep Cherokee with a black stripe, struck him, police said.
Philadelphia police say the driver of a minivan who struck a man in West Kensington got out of the vehicle and looked at the victim before fleeing from the scene.
