Drunk-driving Va. mom, Rachel Brand, arrested with 3-year-old in car after fleeing accident scene

Brand's 3-year-old daughter, who was in the car, was turned over to a family friend.
Rachel Diane Brand of Woodbridge was arrested Friday on charges of felony child neglect and drunken driving after police found her driving a vehicle with extensive side damage and deployed airbags. Brand's vehicle struck a construction barrel, and she was connected to an earlier hit-and-run collision on I-95. Brand's daughter was in the vechicle at the time of the arrest.
