The car had been going about 20 mph, but the driver did not see Smith in time, Stokes said. It was a half hour after sunset, and Smith was wearing dark clothes.
Paramedics found Smith suffered “significant” injuries and she was rushed from the scene via ambulance, said Bellingham Assistant Fire Chief Bill Hewett.
