Carnegie Avenue and East 40th Street

Authorities have released a description of the vehicle that hit and killed a 14-year-old girl early Monday on the city's East Side. Chelsea A. Hill was walking about 12:55 a.m. at Carnegie Avenue and East 40th Street when a car hit her and then fled from the crash site.
