A car hit a young child across from a church in Norfolk. The young one was struck in the 400 block of E. Brambleton Avenue around 8:15 p.m. but is conscious and crying, according to dispatch. Medics are on the scene, and police are en route. The driver stayed on the scene, said authorities.
