Brevard County School District officials did not release the teen's name but said grief counselors would be made available at the school where students have taken to social media with tributes.

The driver was a 19-year-old Rockledge man, but it's not known if charges will be filed against him.

"This happened Saturday night and the fire department responded. No one mentioned that she was being towed by a (car). Then the sheriff's office began hearing rumors sometime around Sunday or Monday that Haley was car surfing. We were notified Wednesday and were able to contact the driver of the (car) that was towing Haley and two occupants of the vehicle," said Sgt. Kim Montes of the Florida Highway Patrol.
Teen skateboarder pulled by car died at Orlando hospital
It's unknown how fast the car towing the girl was traveling.

A 17-year-old Satellite High student has died after head injuries she received in a skateboarding accident. The accident took place about 9 p.m. Saturday on Tropical Island Lane on the southern portion of Merritt Island. The teen was "car surfing"--riding on a skateboard being towed by a car--behind a Toyota Celica driven by Zachary Byrnes, 19, when she fell and hit her head. Brevard County Fire Rescue paramedics arrived within minutes and identified that the girl was breathing, but unresponsive. She was the airlifted to Holmes Regional Healthcare Center in Melbourne but then transported to Arnold Palmer Hospital in Orlando for further treatment, where she later died.
