Christina Larsen was crossing St. Charles Avenue at Harmony Street with her dog Hubert just after 7 p.m. Surveillance video shows her cross St. Charles Avenue and onto the Streetcar Tracks, and as she crosses the other side of St. Charles Avenue she is hit by a car that appears to be driving at a high rate of speed.
