Boca Raton police said Michael Rubel, 29, was driving north on Federal Highway near the Broward and Palm Beach county line at about 6 a.m. on Nov. 28 when he crossed the center line.
He collided with an SUV traveling south, carrying a family of five from Pennsylvania.
