According to a probable cause affidavit, Roger R. Haines, 48, was impaired by drugs when the 1999 Mercury Mountaineer he was driving collided with a tractor-trailer near Milepost 20 on southbound Interstate 5, south of Woodland. His wife, Teresa Haines, 46, was pronounced dead at the scene. The couple have two sons. He appeared Tuesday in a wheelchair in front of Judge Scott Collier. His left foot was amputated about a month after the crash, due to a bone infection, he said.

One person died Wednesday when a vehicle lost control on I-5 in Federal Way about 12:20 p.m. July 31. A Honda Accord was traveling northbound on I-5 to the eastbound State Route 18 ramp. The vehicle lost control and rolled several times. Both occupants were ejected, and the vehicle caught fire. The passenger, Billy Powell Jr., 21, was declared dead. The driver, a 27-year-old female from Shelton, was transported to St. Francis Hospital with injuries.

The Washington State Patrol said a 78-year-old woman caused a crash on Interstate 5 near Mount Vernon when she turned around and started heading the wrong way. The crash happened shortly after 6 a.m. near Anderson Road when the Oak Harbor woman, who was heading southbound, turned around and headed northbound. The state patrol said the woman crashed head-on into a 29-year-old driver in the far left lane.
