Sunday, April 5, 2015Rhode Island state police say Massachusetts man, 24-year-old Joel Norman has been charged with drunken driving. Norman hit another vehicle while going the wrong way on a highway, which resulted in killing 21-year-old Tiffany Sical and passenger 23-year-old Bryan Rodriguez-Solis. State police said 24-year-old Joel Norman of Webster is held on $100,000 bail after being indicted before a justice of the peace Sunday on charges of drunken driving resulting in death, and driving to endanger resulting in death.
