The accident happened just after 3 am near the intersection of Bilgore Grove Blvd. Stephen Segura was pronounced dead at the scene. A paving company was conducting road repairs in the northbound lanes of US 19 and two employees were in the process of removing cones from the roadway. One of the company's vehicles – with a flashing arrow on the back – was directing traffic to shift right as the inside lane was closed. Segura approached in his 2003 Honda Accord and did not see the paving company's truck. The Accord collided with the rear of the truck.
