A car with four people inside plunged off a road near Berth 73 into Los Angeles harbor, leaving a 13-year-old boy and an 8-year-old boy dead. A man and woman were able to swim to the surface and are reportedly in fair condition. The two boys had to be rescued from the car that was in 30 feet of water, and the older one, later identified as Abdelkrim Ali Elmezayen, was declared dead at a hospital a few hours later. The younger remains in grave condition. The accident happened at about 6:30 Thursday evening. Check back for updates.

A driver was arrested Thursday night for allegedly slamming into a car, sending it and four passengers plunging into a flood control channel, then driving away from the crash, authorities said. The hit-and-run collision happened about 7:40 p.m. near Parthenia Street and Noble Avenue in North Hills, according to a watch commander with the Los Angeles Police Department Valley Traffic Division.
