Police are investigating a fatal, high-speed crash that caused a power outage in Richmond on Tuesday night.
According to Richmond police Lt. Joey Schlemmer, at about 9:30 p.m., a woman was driving a green Ford Mustang and traveling at high speeds north on Garrard Boulevard past West Macdonald Avenue, when she lost control of her vehicle.
