Francis Frederick Scrio was riding a motorcycle on Highway 78 when he was hit by drunk driver Brian Todd Jarrell, who fled the scene without offering assistance. Scrio suffered major injuries was taken to a local hospital where he died four days later. Jarrell is held at the Charleston County Detention Center.
