Victim in Ladson hit-and-run dies days later, suspect facing felony DUI

A North Charleston man accused in a Ladson hit-and-run is now charged with felony DUI after the victim died four days later as a result of his injuries.

Brian Todd Jarrell, 31, of Dorchester Road, was charged with felony driving under the influence after reportedly crashing into a motorcyclist near the intersection of College Park Road and Highway 78. The motorcyclist later died from his injuries.

Francis Frederick Scrio, a 57-year-old Boeing employee, was headed home from work late March 4 near the intersection of College Park Road and U.S. Highway 78 when a vehicle rammed into his motorcycle and kept going, state Highway Patrol troopers reported. He was wearing a helmet, authorities said.

Francis Frederick Scrio was riding a motorcycle on Highway 78 when he was hit by drunk driver Brian Todd Jarrell, who fled the scene without offering assistance. Scrio suffered major injuries was taken to a local hospital where he died four days later. Jarrell is held at the Charleston County Detention Center.
