Washington, DCD.C. man driving his SUV on the inner loop of the Capital Beltway in Virginia on Wednesday has been charged in a crash that involved a jackknifed tractor-trailer and shutdown the roadway for two hours.
Virginia State Police said Nakatoke Kapingiri, 40, was driving a 1998 Ford Explorer north on Interstate 495 near the American Legion Bridge when he “swerved to miss a cardboard box in its lane.”
