Hwy. 18 was closed until about 1:30 p.m., according to the Oregon Department of Transportation. Manns' car caught on fire and he had to be rescued by a deputy and a good Samaritan, police said. Randy D. Manns, 46, of Depoe Bay, was driving east on Hwy. 18 just before 7:30 a.m. when he drifted off the highway into a ditch, according to Oregon State Police. Mills was taken by ambulance to Salem Hospital to be treated for serious injuries.
