Armani Shankles, 27, was arrested on suspicion of driving under the influence after the crash, which happened about 11:25 p.m. in the southbound direction south of Floresta Boulevard near the I-238 interchange, the CHP said. Police pronounced Cruiz Ruiz Estrada, 26, of Hayward, dead at the scene.
