When they arrived, deputies determined Dawn Clayburg, 57, of Tonawanda had stopped at the Hanover Road stop sign facing south then headed south across Route 39 and did not yield the right of way to Brandon Hilton, 23, of Westfield. Hilton was heading west on Route 39.
